Blackboard Administrator
Clearance: TS/SCI required
Location: NCR


Experience in supporting users of Blackboard in the technical back end role; familiar with user roles, problems, implementation, maintenance of courses, and troubleshoot user problems. Support faculty in the development and use of courseware designed to engage students and achieve learning objectives. Provide support to Blackboard users and administer the Blackboard Learning Management System (LMS): Learn, Content Collection, Outcomes, and Collaboration modules. Respond to student and faculty phone calls and emails regarding ongoing Blackboard maintenance issues such as login, user accounts and password retrieval, archiving courses, and module and tabs administration. Configure, maintain, document, and support the Blackboard environment. Participate in the integration planning, testing, and implementation of Blackboard LMS updates. Perform application configuration and enhancement changes. Document and communicate changes due to new configurations, upgrades, and patches.

Specific tasks include but not limited to:
  • Serve as system administrator to Blackboard learning management system
  • Provide technical assistance to students, faculty, and staff on Blackboard and Vovici systems
  • Develop new training materials using instructional design theory and assist in modifying, enhancing, and updating the content of existing training materials
  • Design and develop instruction in multiple platforms, conduct face-to-face, remote training sessions, and facilitation of small groups
  • Design and deploy computer-based training; design, develop, evaluate, and revise online courses and presentations; develop and deliver online and instructor-led training materials, job aids, and other developmental materials
  • Evaluate effectiveness of training programs and make adjustments to content and methods as needed and develop training and systems standard operating procedures
  • Prepare training bulletins, circulars, and/or announcements to make the staff, faculty and students aware of upcoming training
  • Develop and maintain a consultative relationship with key stakeholders and subject matter experts to organize complex information to produce clear, effective, and engaging instructional materials that meet the goals and objectives of the University
  • Research and recommend vendors to address specific training development needs
  • Regularly communicate with the University Learning Development Specialist to determine learning and material requirements, develop deliverables, discuss project status, and create work plans
  • Provide updates and reports to the Office of Educational Technology, Director and team leads

Basic Qualifications:
  • Three to five years of experience as a Blackboard Administrator
  • Strong experience with Blackboard systems version 9.0; Blackboard Learn, Blackboard Content, Blackboard Outcomes, and Blackboard Collaborate
  • Excellent oral, written, and interpersonal communications skills, including the ability to explain technical concepts in non-technical terms
  • Five to eight years of experience in training and development including curriculum design and development and classroom instruction
  • Strong knowledge of eLearning instructional design methodologies and tools; at least two years of experience in the design and evaluation of online learning courses
  • Experience with instructor-led, blended, synchronous, asynchronous, and web-based training
  • Experience and formal knowledge of eLearning and distance learning best practices
  • Working knowledge of Microsoft Office applications (Word, PowerPoint, Project, and Outlook), web 2.0 interactive and collaborative applications (Captivate and Articulate), and other graphic design packages (Photoshop and Illustrator)
  • Knowledgeable and have practice using instructional design models, i.e. ADDIE, to develop a diverse set of learning products
  • Knowledgeable of adult learning theory, eLearning, and classroom training course design, development and implementations
  • Strong project management and planning skills
  • Self-starter with strong organizational skills and the ability to operate independently
  • Ability to manage and meet deadlines while being able to adapt to changing priorities
  • Strong time management skills; excellent communication skills (oral and written); effective people skills

Prefered Qualifications:
  • Experience with Blackboard version 9.1
  • Experience using Adobe Captivate is preferred but experience using other instructional design software may be acceptable

Education Requirements:
  • Bachelor’s Degree in adult education, training and development, human resources or instructional design
